He was born October 12, 1923, in Grove City, PA to Elijah Wallace and Gertrude Clara Bell Wallace. Jack was an only child and he grew up in Pennsylvania, attending a rural, one-room school, graduating at 16 from Grove City High School in 1940. He was second in his class. Jack graduated from Tri State University in Angola, Indiana with dual degrees in Mechanical and Chemical Engineering.

Jack served in the United States Army as a technician in World War II, traveling to Okinawa on a troop ship. He was quick to relate his later thankfulness at not being selected to work on the Manhattan Project as he trained in the Army at the University of Maryland.
Jack's work life began in the chemical engineering division of Blaw-Knox Company of PA, and he came to Idaho Falls with this employer. The rest of his career followed, with work on the NRTS Naval reactors from 1954-56, and then the Idaho Operations office of the Department of Energy from 1956-1978.
He was active in the community with both church and secular activities. He was a member of Trinity United Methodist Church and attended Calvary Baptist Church in his later years. He taught adult Sunday School, attended bible studies, and served in many official and lay offices with his works of faith. He actively supported the funding and building of the Idaho Falls Aquatic Center, and was a regular lap swimmer in the early morning for many years, enjoying the water and the friendships shared with like enthusiasts.
He was an avid gardener and shared his harvest with friends across the city. He frequented the library to satisfy his love of reading. He was generous with his time, money, and friendships in the community and was loved with great admiration.
